Rate Watch: Citizens Reopens After Isaias as Rates Hold at 7.40%

Data current as of October 12, 2026, morning ET. This is a mid-cycle Rate Watch between monthly Market Pulse editions. Local closed-sale figures in our October Market Pulse remain August 2026 (latest RASM release). Our Oct 9 Rate Watch covered the storm-week freeze; today's update is that binding is open again.

Key takeaways

  • Citizens is binding again. Citizens Property Insurance lifted its statewide Isaias binding suspension as of 5 a.m. ET on Oct 10, 2026, and regular operations have resumed (Citizens Property Insurance, Oct 10, 2026). The pause had started 11:05 a.m. ET on Oct 7 (Citizens, Oct 7, 2026).

  • Mortgage rates are still elevated. Freddie Mac's latest print (week of Oct 8) put the 30-year fixed at 7.40% and the 15-year at 6.73%, up from 7.28% / 6.60% the week before and 6.30% a year ago (Freddie Mac PMMS, released Oct 8, 2026). Next PMMS: Thu, Oct 15.

  • Local supply still favors prepared sellers. August single-family months of supply were 3.9 in Manatee and 3.7 in Sarasota, with medians of $495,000 and $470,000 (RASM, Aug 2026 data, released Sep 16, 2026).

  • Metro listings remain tighter than a year ago. In September, the North Port–Bradenton–Sarasota metro had 6,905 active listings (−14.5% YoY) and a median list price of $457,450 (−3.7% YoY) (Realtor.com Research, Sep 2026 data).

  • Two calendar markers this month. September local closed-sale stats from RASM / Florida Realtors are due Fri, Oct 16. The Fed's next FOMC decision is Wed, Oct 28 (FOMC calendar).

What the rate still means in dollars

On a $400,000 30-year loan, principal and interest at 7.40% is about $2,770/month, versus about $2,476 at last year's 6.30%—roughly $294 more (our math from the Freddie Mac averages; excludes taxes, insurance, HOA and CDD). Your quote depends on credit, down payment and loan type.

What it means for buyers

If a Citizens (or private-market) bind was holding your Lakewood Ranch, Bradenton, Sarasota, Parrish or Palmetto closing, call your agent and lender today and get the policy effective date confirmed in writing. Binding is back at Citizens, but private carriers set their own storm rules. Still shopping? Re-run your pre-approval at a 7.40% payment, ask about lock and float-down options, and get insurance quotes during the inspection period. Condos and townhomes still showed more months of supply than single-family homes in the August RASM reports, which can mean more room to negotiate price or a rate-buydown credit.

What it means for sellers

Buyers stretching at 7.40% are watching monthly payment as closely as list price. Price to recent comps, have roof, 4-point and wind-mitigation paperwork ready, and be open to a targeted buydown credit before a large price cut. With Citizens open again, deals that stalled on insurance last week can move. See what your home could sell for.

What it means for investors

Treat insurance as a hard gate before you write. Landlord and non-primary forms often price differently from primary homeowners policies, so get a property-specific quote during due diligence. Stress-test cash flow above today's quote, and keep an eye on Amendment 3 (Nov 3 ballot, 60% needed): if it passes, the non-homestead assessment cap would fall from 10% to 5% starting Jan 1, 2027 (Manatee County Property Appraiser). Share your investment criteria.

Coming next: September local stats land Fri, Oct 16, 2026. The next full Market Pulse will cover them, along with the Oct 15 Freddie Mac print.
