Investor Tip: HUD’s New Rent Benchmarks Rise 9% to 12% in Manatee & Sarasota

Data current as of October 13, 2026, morning ET. No new rate or local sales data since our Oct 12 Rate Watch, so today's investor tip covers a number that quietly changed on Oct 1.

Key takeaways

  • New benchmarks are live. HUD's FY2027 Fair Market Rents (FMRs) took effect Oct 1, 2026 (Federal Register notice, Sep 1, 2026). One schedule covers both Manatee and Sarasota counties (the North Port-Bradenton-Sarasota metro).

  • The new monthly figures: studio $1,749, 1-bedroom $1,876, 2-bedroom $2,188, 3-bedroom $2,775 and 4-bedroom $3,309 (HUD FY2027 FMR schedule).

  • That's a real jump. Last year's figures were $1,418, $1,686, $1,958, $2,537 and $3,027 (HUD FY2026 FMR schedule). That works out to +11.3% for a 1-bedroom, +11.7% for a 2-bedroom, +9.4% for a 3-bedroom and +9.3% for a 4-bedroom. The studio benchmark rose 23.3% (our math from HUD's schedules).

  • Know what the number is. An FMR is HUD's estimate of the 40th percentile gross rent, meaning shelter rent plus utilities, paid by recent movers into standard-quality units (Federal Register, Sep 1, 2026). It's a benchmark, not a market rent quote for your property.

  • Financing is still the hurdle. The 30-year fixed averaged 7.40% for the week of Oct 8 (Freddie Mac PMMS, released Oct 8, 2026). The next reading is due Thu, Oct 15.

What it means for investors

FMRs drive Housing Choice Voucher payment standards, which local housing authorities generally set between 90% and 110% of the FMR. For a 2-bedroom here, that band is roughly $1,969 to $2,407 before utility allowances (our math). Ask the local housing authority which standard it adopted, because the approved rent also has to pass a rent-reasonableness check against comparable units.

Use FMRs as a sanity check, not a promise. On a duplex with two 2-bedroom units, the FMR benchmark totals $4,376 a month in gross rent, including utilities. Principal and interest on a $400,000 30-year loan at 7.40% is about $2,770 (our math, before taxes, insurance, HOA or CDD fees, vacancy, repairs and management). If your deal only works at the top of the band, it's thin. Stress-test it at the low end and get an insurance quote during due diligence, since landlord policies often price differently from owner-occupied ones.

One insurance note: Cotality's first post-landfall estimate put Hurricane Isaias's insured wind and surge losses at $2 billion to $3 billion, below pre-landfall projections, with most damage in the Panhandle and southern Alabama (Insurance Business, Oct 12, 2026). Our multifamily investor guide walks through the rest of the underwriting.

What it means for buyers

If you're planning to house hack (live in one unit and rent the others), HUD's new figures give you a public reference point when a lender or listing quotes rent projections. Compare them with actual leases and recent rental comps, not just the brochure. Our house-hacking guide covers the owner-occupied loan options.

What it means for sellers

If you own a duplex, triplex or fourplex in Bradenton, Sarasota, Palmetto, Parrish or Lakewood Ranch, current leases, utility bills and a rent roll are part of your marketing. Buyers at 7.40% are underwriting carefully, and clean numbers help a well-priced property stand out. Get a free home value report.

Coming next: the Freddie Mac rate survey on Thu, Oct 15, and September local sales data from RASM and Florida Realtors on Fri, Oct 16. The Fed's next decision is Wed, Oct 28 (FOMC calendar).
